For a little clarification, The High Ones are part of a system the Three created to maintain Creation. You see, they founded creation on 6 pillars, and 4 Layers, 3 of these 4 layers are so intergral to the workings of everything that they must be maintained at all times, otherwise they risk being corroded away by their constant use. Further, magic is based upon these pillars, and the 4 layers. The 4th layer, the most dangerous and forbidden of the layers, is the exclusive purview of the Ancients (though very few actually know this), for it is the Layer that the Three created to allow Chaos to be controlled within the bounds of the Multiverse, and since the Ancients' most ancient duty is the protecting of Creation FROM the outer darkness of Chaos, they must use this layer. Anyone besides the Ancients who use this art (including the High Ones) are branded as Warlocks, and hunted down by the Ancients. More on this when I make the magic thread.
Anyway, on to the High Ones. There are currently well over several hundred High Ones. But like any organization, their ranks are tiered. Originally, there were only 18 High Ones, those directly in charge of each pillar-layer combination. High Ones are beyond even Gods, for Gods are merely constructs of belief (which is arguably the most powerful ability of all mortals, and intrinsically linked with free will. Perhaps this is why the Three allow mortals to have Free Will, since it was belief that allowed them to forge Creation from pure chaos), and thus are lesser. Even a God who has a following on every single world in creation, and a sizable following on each world, is weaker than the least of the High Ones. The reasoning is simple, the High Ones maintain the system that even permits the Gods to exist, and thus the High Ones, like any person of authority, must have the power to maintain that system no matter what.
The High Ones, in order of Layer, are:

Outside of the system, but of equivalent power as those on the Divine Layer are the High Ones Time and Mathematics, who are not bound to the system as are the others, they theoretically wield greater power than all of the other High Ones combined, but their nature means they never interfere, they simply record events and makes sure that 2+2 always equals 4 and that tommorow comes after today, and today after yesterday through the recording.
Destiny and Luck are examples of second generation High Ones. They were created by the original High Ones and make up the majority of the High One's ranks, though they are subordinate (to a degree) to their creators. Luck and Destiny are two very special cases, in that they were the first Second Gen High One's to be made, and thus have about equal power with their creators. Other High Ones were more careful in the creating process, some incredibly so such as Harmony and Discord, who didn't, in fact, create second generation versions of themselves, but instead created the Celestial and Infernal species respectively.
Because of the greater deal of power imbued in both Luck and Destiny, they refer to their creators as "Fathers" and Chance and Fate likewise see them as family, not as servitors or subordinates. The other High Ones, barring a few such as Life and Death who are far more involved with mortals than almost any other High One, see this behavior as almost perverted, to emulate Mortals, who they are to over see (it's basically the feeling that most humans would give to another person who emulated the behavior of animals). Fate and Chance, who were special favorites of the Smith and the Piper respectively (both of who have taken on the term "Father" for them, and "Grand Father" for Destiny and Luck), are above the petty outlooks of the other High Ones in this regard, especially since the remaining Members of the Three seem to embrace the behavior.
It should be noted that the High Ones RARELY agree on anything, in fact, it is quite common for them to fight among themselves (example: The Infernals and Celestials have had a constant war going since the beginning of time). The only requirement of these fights is that they never interfere with the actual running of Creation to the point where it's noticable. The Ancients have displayed on three occasions that they are fully capable of taking a High One to task should he or she allow her duties to slip, and the Piper has actually replaced one of their number on one of these occasions. To avoid these things, the High Ones arrange to meet occasionally (Approximately once in a star's life time unless something big happens). This meeting place has become the "hub" of the Multiverse, the Court of the Gods, where the history of Creation is literally etched into the walls. Over the eons upon eons, the Mortal species of Creation have created a massive sprawl of floating buildings and walkways, held together by ropes, magic, gravity engines, and what ever else is at hand. This motly collection of buildings has become known as the Scaffold. The Three apparently predicted the creation of such a place at some time, and so the Ancients were programmed to police the Scaffold (or any other such massive a nexus of cultures in Creation) in anticipation. It is theorized that the High Ones allow it to be there either because it's amusing, or because they realize that even if they moved where they met, another such congregation would arise around their meeting place again.
